Social services provided by the city of Maardu

Maardu offers a wide range of social services tailored to the needs of different groups, ensuring that every resident can live with dignity and support. Our services include both practical solutions for daily life and specialized assistance for more complex situations.

Among our services are personal assistants and support persons who help with daily activities, as well as shelter and safe house services for those in need of a secure place to stay. We also provide social transport and debt counseling, helping individuals navigate temporary difficulties. Additionally, we offer various counseling services, crisis support, and food assistance, ensuring that people receive help during the most challenging times.

Every resident should have access to the support they need and the opportunity to find solutions to their challenges. Our goal is to keep the community united and provide help where it is needed most.

Other needs-based social services

The city of Maardu provides various needs-based social services designed to support individuals and families in different life situations. These services help families, children, individuals with special needs, and others facing challenges by offering the necessary support and solutions. The services focus on mental health support, improving communication skills, and providing assistance in crisis situations. Our goal is to ensure that every resident receives the help they need and has better opportunities to cope with daily life.

Needs-Based Social Services Available in Maardu: Psychologist counseling service; Special education teacher counseling service; Speech therapist service; Family mediation service; Crisis support, including participation in grief camps for children; Participation in support groups and programs; Participation in rehabilitation services; Addiction treatment; Special care services; Food assistance; Sign language interpretation service; Arrangement of burial services for deceased persons without relatives and other supportive services

Social benefits provided by the city of Maardu

The city of Maardu offers various social benefits to support residents who need assistance in daily life or challenging situations. Our support system is designed to provide help to families, the elderly, people with disabilities, and others in need.

Whether it is kindergarten meal support, childbirth allowance, or medication assistance, each measure aims to offer practical and essential help to improve people's quality of life. Maardu strives to be a reliable partner for its residents, standing by their side whenever support is needed.

Income-Based Social Benefits

  • Medication Support
    Provided to unemployed pensioners living alone and people with disabilities to partially or fully cover prescription medication costs.

    • Eligibility: Can be applied for once per quarter.
    • Amount: Up to €110 per year.
  • Support for the Purchase and Rental of Personal Aids and Care Equipment for Disabled Persons
    Provided to unemployed disabled persons to partially or fully cover personal aids and care equipment costs.

    • Eligibility: Can be applied for once per quarter.
    • Amount: Up to €160 per year.
  • Summer Camp Voucher Support

    • Partially or fully covers summer camp expenses for children from low-income families, single-parent families, and large families (3 or more children).
    • Eligibility: Monthly family income per member must be below €575.
    • For additional family members, income threshold is 65% of the first member’s limit.
    • Based on the average net income for the previous three months.
  • Kindergarten Meal Support

    • Partially or fully covers the cost of meals for children attending Maardu’s municipal kindergartens from low-income families.
  • Extended Day School Meal Support

    • Partially or fully covers meal costs for students in extended-day school programs from low-income families.
  • Graduation Support for Basic and Secondary School Students

    • Provided to low-income families, foster families, guardians, and large families (3 or more children) to partially cover school graduation expenses.
    • The amount is determined by the city government.
  • One-Time Emergency Financial Support

    • Up to €190 per year can be granted to low-income individuals facing financial hardship or exceptional circumstances.
  • Other Benefits

    • Additional support may be granted to low-income individuals or groups based on a decision by the city government.

Non-Income-Based Benefits

  • Childbirth Allowance

    • Granted to a parent whose child’s registered residence is the same as theirs according to the population registry.
    • One or both parents must be registered residents of Maardu before the child's birth.
    • Paid in two installments.

    Allowance amounts:

    • €400 for the first child.
    • €500 for the second child.
    • €1,160 for the third and fourth child (if all children are alive, underage, and living at the same registered address as the applicant).
    • €1,540 for the fifth child and beyond (if all children are alive, underage, and living at the same registered address as the applicant).
  • School Allowance

    • Granted based on residence data from the population registry and the Estonian Education Information System.
    • Eligible applicants:
      • Parents, guardians, foster parents, or caregivers.
      • Children entering 1st to 6th grade.
      • The applicant must have been a registered resident of Maardu since at least January 1st of the year the allowance is paid.
      • The child must be registered at the same address as the applicant.

    Allowance amounts:

    • €150 for a child entering 1st grade.

    • €50 for a child entering 2nd to 6th grade.

    • For students studying outside Maardu, applications must be submitted by December 1st of the respective year.

  • Water and Sewage Subscription Fee Compensation

    • Up to €1 per month for single pensioners and large families (3 or more children).
    • The applicant must have been a registered resident of Maardu before the start of the calendar year.
  • Transition to Independent Living Support

    • One-time support of €400 is granted to individuals leaving substitute care services who were registered in Maardu before entering care.
  • Birthday Allowance for Seniors

    • €100 annually for residents aged 65 and older, starting in 2025.
  • Allowance for Chernobyl Disaster Liquidators

    • €300 per year, paid once in April to registered participants of the Chernobyl nuclear disaster cleanup.
  • Land Tax Support

    • Granted to pensioners to partially cover land tax for a single residential plot in Maardu.
    • Covers up to 50% of the land tax, maximum €32 per year.
  • Additional Expenses Support for Adults with Severe or Profound Disabilities

    • Monthly support for individuals with severe or profound disabilities to cover personal assistants, personal care items, assistive devices, transportation, etc.
    • Not granted to those whose caregiver already receives an allowance.

    Allowance amounts:

    • €29 per month for profoundly disabled individuals.
    • €18 per month for severely disabled individuals.
  • Funeral Allowance

    • One-time funeral support of up to €250 for the person organizing the funeral of a registered Maardu resident.
    • Applications must be submitted within three months of the date of death, along with proof of expenses.
  • Kindergarten Meal Support for Large Families

    • Fully covers the cost of kindergarten meals for children from large families (3 or more children) attending municipal kindergartens in Maardu.

State-Funded Benefits in the City of Maardu

  • Subsistence Benefit (co-financed according to the Social Welfare Act)
  • Support for Children and Adults with Disabilities (needs-based financial support, including assistance for purchasing aids through state funding)
  • One-Time Rent Compensation (available only for war refugees)
  • State Budget Support for Extracurricular Education and Activities for young people from large and low-income families
